According to Gajam, Kebbi State did not “spend” its IGR on Hajj. Instead, the ₦10 billion was loaned to the Kebbi State Hajj Commission as part of a structured financial arrangement.
He explained that the funds are expected to be fully repaid before April 2026, adding that the transaction should be viewed as an investment rather than a subsidy.
“This is a business venture,” Gajam stated, noting that the arrangement is designed to generate returns for the state while also allowing intending pilgrims to pay through installment plans, easing financial pressure on citizens.
